About the CMS Compare

From the CMS website (www.CMS.gov), “In November 2002, the Centers for Medicare & Medicaid Services (CMS), an agency of the U.S. Department of Health and Human Services, began a national Nursing Home Quality Initiative (NHQI).

The nursing home quality measures come from resident assessment data that nursing homes routinely collect on the residents at specified intervals during their stay, are posted on nursing home compare….. [along with current quality measures]. These measures assess the resident's physical and clinical conditions and abilities, as well as preferences and life care wishes. These assessment data have been converted to develop quality measures that give consumers another source of information that shows how well nursing homes are caring for their residents' physical and clinical needs.”

From www.Medicare.gov, “the Five-Star Quality Rating System was created to help consumers, their families, and caregivers compare nursing homes more easily and help identify areas about which you may want to ask questions. This rating system is based on continued efforts as a result of the Omnibus Reconciliation Act of 1987 (OBRA '87), a nursing home reform law, and more recent quality improvement campaigns such as the Advancing Excellence in America’s Nursing Homes, a coalition of consumers, health care providers, and nursing home professionals.”

Nursing home ratings are taken from the following three sources of
  • Health Inspections
  • Staffing
  • Quality Measures
These three ratings are combined to calculate an overall rating.
